Jill Toh is a PhD researcher at the University of Amsterdam, Institute for Information Law. Her interdisciplinary work looks at the intersection of data, tech and labour through a law and political economy framework. In particular, she looks at the platform economy in Europe as a site to understand how collective worker power can be constructed, centring racialised, migrant platform workers.

Her research is situated within the Digital Transformation of Decision-Making research initiative, led by prof. dr. Natali Helberger, prof. Joris van Hoboken and prof. Mireille van Eechoud. Jill has a background in Media Studies (BA, First-class honours) from the University of Sussex and International Relations (MA, cum laude) from Sciences Po Paris School of International Affairs. Previously, she spent some time at the Global Public Policy think-tank in Berlin, where she worked on policy issues surrounding AI governance, technology regulation and privacy. She is one of the founders of the Racism and Technology Center, a non-profit based in Amsterdam.
